Introduction
Navigating label compliance for apparel sold in the US and EU can be complex. Each market has distinct regulations regarding fiber content, care instructions, country of origin, and safety warnings. Non-compliance can lead to fines, shipment delays, or even product recalls. This quick reference outlines the essential requirements for US and EU textile labels, and explains how Gurui Garment Accessories helps brands meet these standards with custom PVC/silicone labels and embroidery.
US Label Requirements
FTC Regulations
The Federal Trade Commission (FTC) enforces the Textile Fiber Products Identification Act and the Care Labeling Rule. All textile products sold in the US must have a label that includes:
- Fiber content: Generic names and percentages by weight of each fiber (e.g., "100% Cotton"). Fibers less than 5% can be listed as "other fibers."
- Country of origin: Typically "Made in [Country]." For products assembled in multiple countries, the rule applies to the last substantial transformation.
- Manufacturer or importer identity: Registered identification number (RN) or company name.
- Care instructions: At least one method of care, such as washing, drying, ironing, etc., using standard symbols or words.
Care Symbols
The FTC accepts the ASTM D5489 standard symbols or written instructions. Symbols include wash (washtub), bleach (triangle), dry (square), iron (iron), and professional care (circle). Labels must be permanently attached and legible.
Additional Requirements
- Wool products: Must comply with the Wool Products Labeling Act.
- Flammability: Children's sleepwear must meet CPSC flammability standards.
- Down and feathers: Must disclose fill power and species.
EU Label Requirements
EU Textile Regulation (EU) No 1007/2011
The EU mandates that textile labels include:
- Fiber composition: Names and percentages as per the EU's list of fiber names. Fibers less than 5% can be grouped as "other fibers."
- Country of origin: Optional for most products, but if stated, must be accurate. Some product categories (e.g., leather) have specific rules.
- Care instructions: Must use the ISO 3758 symbols (similar to ASTM but with minor differences). Written instructions are optional.
- Size or dimensions: Not mandatory but commonly included.
